The United Progressive Party (UPP), led by Joshua Francis, has endorsed United Workers Party (UWP) candidate Daniel “Danny” Lugay in the Roseau North by-election, scheduled for September 7, 2026.
In a statement, the UPP said its decision reflects its wider push for cooperation among opposition forces and a more coordinated approach to challenging the Dominica Labour Party (DLP) at the polls.
The party believes tactical voting and collaboration could strengthen opposition representation in Parliament. It is therefore calling on its members, supporters and other voters seeking political change to support Lugay in the three-way contest.
Lugay is facing DLP candidate Ashma McDougall and independent candidate Sherman Boston. The Electoral Office has officially confirmed the three candidates for the election.
The UPP highlighted Lugay’s previous public service and longstanding connection to Roseau North, saying his experience and knowledge of the constituency position him to represent residents in Parliament.
At the same time, the party stressed that its endorsement does not alter its own identity, principles or long-term political vision. Instead, it described the move as an example of putting national interests ahead of partisan considerations.
The UPP also renewed its call for greater cooperation among opposition parties, civic groups, community leaders and citizens committed to achieving political change through democratic means.
The party said its vision includes stronger parliamentary representation, greater accountability and transparency, increased economic opportunities, respect for democratic institutions, environmental stewardship and sustainable development.
The by-election became necessary after the resignation of Hon. Miriam Blanchard as Parliamentary Representative for Roseau North on June 12, 2026, leaving a vacancy in the House of Assembly. The government subsequently announced September 7 as polling day.
