Another Hospital Received Corrected Invoices from Kacprzyk. They Total More Than PLN 100,000

It has emerged that Dawid Kacprzyk sent corrected invoices not only to South Hospital but also to another employer—the Bródno Hospital in Warsaw. During several months of work there, he received more than PLN 300,000 in total remuneration, while the corrections amounted to over PLN 100,000. According to reports, he was hired by the hospital under rather unusual circumstances.

Public attention has focused on the high remuneration received by Dr. Dawid Kacprzyk as the Emergency Department (ED) coordinator at South Hospital in Warsaw and on the invoice corrections he later submitted. After scrutiny surrounding his work and earnings intensified, Kacprzyk corrected approximately 30 invoices in mid-June 2026 and returned more than PLN 500,000 to the hospital. However, due to the absence of the required fiscal clause, the funds were reportedly to be transferred back to Kacprzyk’s account.

The young physician also worked at Bródno Hospital in Warsaw, which is overseen by the Mazovian Marshal’s Office.

MPs conducting a parliamentary inspection at Bródno Hospital established that Kacprzyk served as deputy head of the Emergency Department and that “his rates for on-call shifts were higher than those of the other physicians working in the ED.” The differences were reportedly justified by the performance of “additional duties.”

“This year, in March alone, he allegedly worked nearly 300 hours at Bródno Hospital. The National Health Fund (NFZ) should verify how this corresponds with his shifts at the other hospitals where he was employed. After all, he was deputy coordinator here while simultaneously serving as coordinator at South Hospital,” warned Law and Justice (PiS) MP Józefa Szczurek-Żelazko.

She stressed that Bródno Hospital hired Kacprzyk without holding an open recruitment process because, according to the hospital’s explanation, there were no applicants willing to work in the Emergency Department. Kacprzyk reportedly arrived with a group of physicians and declared that they would help staff the unit. A recruitment process for the positions he held—as deputy coordinator and ED physician—was announced only a few days ago, after the scandal had already become public.

    Struzik: Kacprzyk Submitted Corrected Invoices

During today’s session of the Mazovian Regional Assembly, Marshal Adam Struzik addressed the circumstances surrounding Dawid Kacprzyk’s employment at the Mazovian Bródno Hospital.

“The company’s management informed us that the agreement with Mr. Dawid Kacprzyk was concluded after the Emergency Department team abruptly ceased performing its duties on 2 February 2026. Bródno Hospital faced an immediate risk to patients’ lives and health, as well as a serious disruption to the continuity of emergency medical services. In response, the management took urgent steps to assemble a new medical team to ensure the uninterrupted operation of the Emergency Department. The Medical Director and the coordinators of individual hospital departments conducted numerous telephone consultations with physicians from other hospitals across the Mazovian Voivodeship, seeking assistance in organizing a new team. One of the doctors who expressed willingness to cooperate was Mr. Dawid Kacprzyk. After reviewing his qualifications and professional documentation, as well as the operational plan he presented for securing the Emergency Department’s functioning, the management decided to establish cooperation with him,” Struzik said.

He explained that Kacprzyk was hired under a temporary civil-law contract for three months, until 4 May 2026, which was subsequently extended until 30 June 2026.

“The agreement provided for both a fixed lump-sum remuneration and hourly compensation,” Struzik added.

    He continued:

“The rates were determined by the company’s management. According to the management’s explanation, they were calculated on the basis of the minimum market rates in the Warsaw area and subsequent negotiations. Duty rosters are prepared and approved by the department coordinator and the Medical Director. According to the records attached by Mr. Dawid Kacprzyk to his invoices, the total number of hours worked and confirmed by the department coordinator throughout the contract period amounted to 732 hours. The invoices were verified against the approved duty schedules. The hospital paid Mr. Dawid Kacprzyk remuneration under the agreement for February, March and April 2026 in the total amount of PLN 300,600. On 16 June 2026, the hospital received corrected invoices for February, March, April and May 2026, reducing the total amount by PLN 108,600. On the same day, the company received a bank transfer from Mr. Dawid Kacprzyk in the amount of PLN 80,000,” the Marshal said.

Struzik also announced that the hospital’s management had ordered a special internal audit into the implementation of Kacprzyk’s contract. Separate reviews are also being conducted by the supervisory board, the National Health Fund (NFZ), and the Ministry of Health.

We have sent questions to Bródno Hospital regarding the corrected invoices submitted by Dawid Kacprzyk and are awaiting the hospital’s response.

Who Sits on the Hospital’s Governing Bodies?

Bródno Hospital is wholly owned by the Mazovian Voivodeship Self-Government, which holds 100 percent of the company’s shares.

The hospital has been headed since 2004 by Teresa Bogiel, who unsuccessfully ran for the Warsaw City Council in 2024 on behalf of the Third Way coalition. The hospital’s management board also includes Ewa Janczar, who has served since 2025 as Deputy Chair of the Warsaw City Council representing the Civic Coalition (KO).

The chairman of the hospital’s supervisory board is Marek Miesztalski, who has served continuously as Treasurer of the Mazovian Voivodeship since 1999.

The deputy chairman is Tomasz Sieradz, formerly Deputy Mayor of Warsaw, Mayor of the Ursynów district, and a district councillor—a position he still holds as a Civic Coalition representative. Since 2011, he has also served continuously as Director of the Provincial Labour Office in Warsaw.

Other members of the supervisory board include Piotr Dyśkiewicz, Deputy Mayor of Płock, who sought election to the city council in 2024 as a Third Way candidate; Kinga Żuchowska, Director of the Chancellery of the Mazovian Regional Assembly; Michał Matejka, a Warsaw City Councillor representing the Civic Coalition; and Anna Derlukiewicz, a Płock City Councillor representing the Third Way coalition.
