The Head of Presidential Council Mohammed Menfi met on Monday with High Council of State’s Head Mohammed Takala to discuss practical steps for implementing the “Principles Document and Roadmap” agreed upon by the Presidential Council, the House of Representatives, and the High Council of State.
The meeting, held in Tripoli, focused on mechanisms to broaden political participation, enhance transparency within legitimate institutions, and activate the communication committee composed of fifteen elected members representing electoral constituencies.
The two sides also discussed launching the drafting process for the legislation required to implement the provisions of the document, in line with constitutional texts and the Libyan Political Agreement. This would be carried out through joint coordination between the Presidential Council and the High Council of State before the draft laws are referred to the House of Representatives for review and adoption in accordance with established procedures.
The leaderships of the House of Representatives, the High Council of State, and the Presidential Council recently announced their agreement on a Principles Document and Roadmap to end the transitional phase. The roadmap includes holding simultaneous presidential and parliamentary elections no later than 17 February 2027, establishing a high-level committee to oversee the electoral process, adopting the Bouznika mechanism for appointing sovereign positions, and advancing the reunification of state institutions.
