Foreign Affairs and International Cooperation Minister Prak Sokhonn has lodged a formal protest against Thailand following unauthorised border incursions and survey activities conducted within Cambodian territory.
The protest addresses a series of provocations that occurred between June 18 and 22, during which a Thai surveying team, escorted by civilians and vehicles, conducted land surveys and installed boundary markers near Chouk Chey village in Banteay Meanchey province. This area, located along the boundary segment between Pillars 46 and 47, remains a site of ongoing bilateral concern.
The Royal Government of Cambodia asserts that these actions constitute a clear violation of existing bilateral frameworks, specifically Article 5 of the 2000 Memorandum of Understanding on the Survey and Demarcation of the Land Boundary. These activities also breach the Terms of Reference established in 2003 and the Agreed Minutes from the October 2025 Joint Boundary Commission meeting. The government said these unilateral manoeuvres contravene the de-escalation measures mandated by the General Border Committee in December 2025, which tasked the Commission with resuming demarcation work through established diplomatic channels.
In its official statement, the ministry maintained that Cambodia does not recognise any boundary line or territorial claim unilaterally asserted by Thailand. The government stresses that these recent incursions remain without legal standing and shall not prejudice Cambodia’s sovereign rights or its legal position regarding the international border.
Cambodia demands that Thailand immediately cease all unlawful activities, refrain from further unilateral provocations, and focus on de-escalating tensions to preserve regional stability. While maintaining a firm stance that borders must not be altered by force, the Royal Government reiterates its unwavering commitment to resolving all disputes exclusively through peaceful diplomatic means, in line with international law.
The government remains dedicated to fostering mutual trust and maintaining good neighbourliness, provided that both nations adhere strictly to the protocols governing their shared frontier. AKP
