Augustin Zegrean, former President of the Constitutional Court of Romania (CCR), claims that the current government crisis has a quick solution: the organization of early elections, if the third proposal of Nicușor Dan will not receive the investiture vote.
“The solution is in the Constitution. But it seems that the politicians either don’t like it, or they don’t read it. Now, the president starts consultations with the parties again and will propose a person to form the government. He will create a government program and present it to the Parliament. If this proposal is also rejected, then the president can initiate the procedure of dissolving the Parliament and organizing early elections. This is the consequence,” said Augustin Zegrean, for Newspapers.com.

Nicușor Dan could come up with other proposals, but they will prolong the crisis, so they will prove useless, believes the former CCR judge.
“He could come up with as many proposals as he wants, but I think that after the third failed proposal, he won’t feel like trying one more time. How much more to try? This is the parliamentary arithmetic we have. The president already has two unsuccessful investiture attempts, almost two months after the dismissal of the former government. So what else is there to discuss with the parties?”, explained Augustin Zegrean.
According to the Constitution, the president can dissolve the Parliament, following two failed proposals in the Legislature, an aspect mentioned by the Romanian jurist.
“It is very easy to reach early elections, if the third proposal is also rejected, i.e. the second that will reach the Parliament”, said Zegrean, currently a lawyer.
Eugene Tomac was the first proposal of premier of Nicușor Dan. The president’s adviser failed to garner significant support, so he dropped out. Then, PNL-ist Adrian Veștea, his “rival”. Ilia Bolojanwas proposed by Nicușor Dan. The Vestea Cabinet received the vote in Parliament, but failed to obtain a majority.
