Water security: Deployed in two tranches and supported by grants and technical assistance, this new financing aims to improve the performance, energy efficiency and resilience of installations in the face of the challenges of climate change.
The EBRD and the National Office of Electricity and Drinking Water (ONEE) reaffirm their joint commitment to strengthening the Kingdom’s water security and improving the resilience of infrastructure in the face of climate challenges. The two parties recently signed a letter of intent relating to the establishment of a new financing program of 250 million euros (approximately 2.8 billion dirhams) intended to support the modernization of its drinking water production infrastructures, to be deployed in two tranches, accompanied by subsidies for investment and the establishment of technical assistance. This signing took place on the sidelines of the EBRD Annual Meetings, held from June 5 to 7, 2026 in Riga, Latvia, during a high-level meeting organized between the EBRD, ONEE and SNGFE under the aegis of the Ministry of Economy and Finance.
It demonstrates the common desire of the parties to promote structuring projects which significantly contribute to mitigating the effects of climate change. “This new partnership aims to support ONEE in the implementation of its 2025-2030 equipment plan, which provides for significant investments aimed in particular at improving the technical performance of existing drinking water production installations while integrating reinforced standards in terms of energy efficiency,” we learn in this regard. And to continue: “As such and faced with the uncertainties linked to climate change and the evolution of operational needs, ONEE favors a flexible and adaptive implementation approach, making it possible to ensure better resilience of drinking water production infrastructures”.
This financing will be guaranteed by the National Enterprise Guarantee and Financing Company (SNGFE) as part of its program dedicated to public establishments and companies, marking an important step in the cooperation between Tamwilcom and the EBRD for the benefit of the financing of public projects in Morocco. This partnership is, moreover, a continuation of a fruitful collaboration initiated since 2014, during which the EBRD mobilized nearly 119 million euros for the benefit of the drinking water sector managed by ONEE, including a first project financed with 65 million euros, also focused on improving the performance of ONEE’s water activity, and which is now in the completion phase, with very satisfactory results.
