A month ago, in labor prison near Postojna in the early hours of the morning, a traffic accident occurred, as a result of which the part of the coastal highway towards Ljubljana was closed for almost 11 hours. The event sparked many reactions and questions about who was responsible for removing the consequences of the accident or why it all took so long.

But the competent regional office of the Administration for Safe Food, Veterinary Medicine and Plant Protection in Postojna did not respond to the call until 11.12. They did not respond to two calls at 7:22 and 7:47 already during official working hours. The official veterinarian went to the scene of the traffic accident several hours late, as a result of which the elimination of the consequences of the accident took longer than it would have otherwise.

The traffic accident happened at 5:12 in the morning, the vet on duty was called for the first time just over two hours later, and she responded to the calls as much as six hours later.
The Food Safety, Veterinary and Plant Protection Administration launched an investigation into why there was no response to the call. They explained that in the verification procedures, the investigation so far has not revealed any deficiencies in the emergency response system. The system, they said, “enables appropriate and timely action and ensures efficient handling of emergency events.” The valid regulation of the system ensures a sufficiently reliable response and implementation of official procedures.”

The process is ongoing
In accordance with the protection and rescue plans, other stakeholders are always active in accident procedures, in addition to Dars and the police, there is also a regional information center, explained the Administration for Food Safety, Veterinary Medicine and Plant Protection, adding that they therefore also checked the notification timeline with the other stakeholders. The system they refer to worked on all sides, except obviously on the regional office side.
No one called the post office between 8 and 11 in the morning, nor did they inform them about the traffic accident by e-mail. The next call came at 11:12, to which, as is known, the inspector responded. During regular working hours, i.e. between 7 a.m. and 3 p.m., the contact for the regional office is the general number of the secretariat or the email address of the individual unit.
The Administration for Safe Food, Veterinary Medicine and Plant Protection narrowly explained that “there was an error in not ensuring responsiveness on the part of the persons responsible for this at the regional office of the Administration for Safe Food, Veterinary Medicine and Plant Protection in Postojna”.
To the repeated question why the official veterinarian did not respond to the call until 11:12, they answered that “a person who is in charge of responding to the phone number of the regional office during working hours was detained in traffic.” For the third time, we asked for a more concrete explanation, or a clear answer, why the veterinarian responded only after 11 am. They replied that “between 8 and 11.12 there was no call to the regional administration regarding the accident”.
They were also brief on what kind of sanctions await her as a result of her non-responsiveness – the procedure is ongoing in accordance with the Civil Servants Act.
