The decriminalization of abortion dialogue with the Vatican remains pending. That’s how he explained it yesterday the Minister of Institutional Relations, Ladislau Barówho remarked that the Government he has a proposal completed from a technical point of view, but he will not act “unilaterally” until the political assessment is complete. The goal, he said, is that the text allows women to be decriminalized without putting at risk the continuity of the Andorran institutional model, marked by the paper of the Episcopal co-prince. baron insisted, however, that “the Holy See does not have the decision on this issue. The decision is made by General CouncilThe minister claimed that the decision corresponds to the Andorran institutions, but placed the process in the search for an institutional balance that he sees as close, although not closed.
baron he made reference to artificial intelligence to emphasize how advanced the proposal is from a technical point of view. “A less cautious AI would tell us: you can go ahead with the processing of this document,” he said. The minister he admitted that the text could meet the conditions to thrive, but contrasted this automatic reading with prudence which, as he defended, requires a particularly sensitive matter. The difference, he explained, is that the decision it cannot be solved only with a legal or probabilistic viewbut must incorporate the political and institutional effects of a reform that touches the role of Episcopal co-prince. That is why he insisted that it is still necessary to finish the pending talks before deciding whether the Government exercises the legislative initiative.

The minister did not specify any date, but limited the calendar to the current legislature. baron ruled out that the term moves “between weeks and years”, and remarked that dialogue sessions are still missing before the assessment is closed. “This must be clarified in this legislature one way or another”, he said. If finally the text does not succeed, he added that the executive will explain “the point where we are” and how far it has come. In any case, he defended that the Government continues to work with the hypothesis that the proposal can go aheadand placed the final decision at the time when the political and institutional requirements that the executive had set before activating the legislative procedure have been completed.
