The Independent Election Authority called on the authorized candidate on the lists of candidates under the auspices of political parties and free lists who were notified of the decision to accept the list, to submit a written statement accompanied by the written approval of the Financial Secretary, to the state coordinator or the coordinator of the Independent Authority at the diplomatic or consular representation abroad, including the appointment of the financial secretary for the electoral campaign.
The authority stated that once the aforementioned declaration is deposited, the financial secretary of the electoral campaign must open a single bank account with one of the banking institutions and with one of the correspondent banks of the Algerian banks for the lists of candidates for the electoral district abroad.
The Financial Secretary must also, according to a statement today, send information related to the bank account to the Election Campaign Finance Monitoring Committee through the state coordinator or the coordinator of the independent authority at the diplomatic representation or consulate abroad.
The Commission published a decision aiming to determine how to appoint the financial secretary of the electoral campaign. Article Three of the decision requires the appointment of the financial secretary of the electoral campaign according to a written statement from the candidate appointed by the party or by the candidates of the free list, after the approval of the financial secretary.
The written declaration containing the appointment of the financial secretary for the electoral campaign, accompanied by the written approval of the financial secretary, shall be submitted to the state coordinator or the coordinator of the diplomatic or consular representative abroad.
The article stated that “the financial secretary of the electoral campaign cannot be the financial secretary of more than one list of candidates.”
The Financial Secretary is the sole signatory of the electoral campaign account and cannot grant authorization to anyone else, including the candidates themselves, as stipulated in Article Eight.
The financial secretary is the only person qualified to collect funds and pay expenses related to financing the electoral campaign, and is responsible for all management and administration work that he carries out in his relations with others or with the list of candidates, the decision adds.
The authority stated that the decision comes in light of Executive Decree No. 26-174 of Dhul-Qi’dah 22, 1447, corresponding to May 10, 2026, relating to expenses for electoral and referendum operations and the related budget, and Executive Decree No. 21-190, dated Ramadan 23, 1442, corresponding to May 5, 2021, which specifies how the state will cover the expenses of the youth electoral campaign. Free candidates, amended and supplementary candidates, in addition to the relevant laws.
