    Referring to the holding of numerous meetings with economic and union activists in different weeks, Sobhanian added: In these meetings, the existing issues and problems are seriously conveyed by the economic activists and the tax affairs organization has also tried to solve these challenges by designing new mechanisms.

    Reducing friction between taxpayers and the tax system

    Stating that the establishment of tax justice is one of the most important concerns of the Tax Administration, he said: the issue of reducing friction between taxpayers and the tax system is also of great importance; In other words, improving the taxpayers’ experience of interacting with the tax system has been one of our main strategies

    Modi can pay his taxes without visiting in person

    Stating that the main strategy to achieve these goals is the systematization of tax processes, the head of the tax affairs organization said: In this direction, efforts have been made to make tax calculations and processes as systematic as possible in order to minimize the need for negotiations and human interactions.

    He added: For example, in the field of natural persons and guilds, there are two methods of tax collection; One is to use the capacity of the note of Article 100, in which the tax is determined in lump sum and the taxpayer can pay his tax without going in person.

    Referring to the acceptance of this method by trade unions, the Deputy Minister of Economic Affairs and Finance said: Currently, about 96% of eligible taxpayers have used this capacity, which shows the acceptance and efficiency of this method.

    The presence of tax auditors has decreased significantly

    Referring to the organization’s change in handling tax cases, Sobhanian said: In the past, a significant percentage of cases were handled by tax auditors, but today, with the use of new systems and mechanisms, this amount has decreased significantly.

    He added: Despite the significant reduction in traditional proceedings, the amount of taxpayers’ correct statements has increased; Because taxpayers feel that if they provide correct information, their statement will be accepted and they will not be involved in complicated processes.

    property rental tax; An example of systematization of processes

    Referring to one of the examples of systematization of the processes, he said: In the past, in order to determine the property rent tax, tax officials had to verify the amount of rent, but now this process is done in a completely systematic way and the role of human resources in it has been minimized.

    Implementation of the law of store terminals and taxpayers’ system

    Referring to the implementation of the law on store terminals and the tax system, the head of the tax affairs organization said: this law is one of the most important projects of the tax affairs organization to create transparency and reduce friction in the tax system.

    He added: According to the law, the transition period is considered for the full implementation of this system, and according to the plan, this period ended in the winter of 1404.

    Stating that paper invoices became invalid since 1404, he said: even the expenses registered based on these invoices will not be accepted as acceptable tax expenses.

    Gradual elimination of paper documents in the tax system

    Referring to the process of establishing the Modian system, Sobhanian said: since the law was finalized in 1402, the process of using electronic invoices has grown significantly.

    The Deputy Minister of Economic Affairs and Finance added: In the summer of 1403, about 33% of taxpayers’ tax credits were based on paper documents, but this number reached zero in the winter of 1404.

    Stating that this development is based on modern technologies, he said: In this new system, information is exchanged electronically between taxpayers and the tax administration, and the tax system has actually moved towards the full establishment of digital processes.
    The significant growth of electronic invoices in the country, the head of the country’s tax affairs organization, referring to the process of implementing the tax system, said: In 1402, about 250 million electronic invoices were issued in the country.

    Sobhanyan added: This number has grown significantly in the past year, and now in some months the number of electronic invoices issued has reached about 1.6 billion, and in total, nearly three billion invoices are produced and processed monthly based on the information registered in the tax system.

    Pointing to the increase in the number of taxpayers active in this system, he said: At the beginning of the plan’s implementation, about 42,000 taxpayers were issuing electronic invoices, but this number has now reached about 385,000 taxpayers.

    The end of tax disputes with the systematic registration of transactions

    Stating that the implementation of the taxpayer system is one of the most successful projects of the country’s tax system, Sobhanian said: One of the most important advantages of this system is that it eliminates many disputes between taxpayers and the tax administration.

    He added: In the past, a taxpayer may have purchased a product or made a credit transaction, but a dispute arose about it in the tax processing process. With the implementation of the taxpayer system and the systematic registration of transactions, such problems will be minimized.

    Referring to another advantage of this system, the Deputy Minister of Economic Affairs and Finance stated: When the purchase and sale invoices are registered in the system, the tax auditor does not have the right to reject it, and this allows economic operators to operate more predictably.

    Transparency in transactions and reduction of misunderstandings

    Referring to the registration of goods and services identifiers in the Moadiyan system, he said: Now thousands of goods and services identifiers have been defined in this system, which makes transactions more transparent.

    Sobhanian added: In the past, there could be disagreements between taxpayers and the Tax Administration about the price or type of goods, but now transaction information is recorded accurately and transparently, and this issue has resolved many misunderstandings.

    Stating that this approach is for the benefit of both the taxpayers and the government, he said: With the systemization of the processes, both the problems of the private sector have been reduced and many administrative issues of the government in the tax field have been solved.

    Increase in taxpayers’ self-reported taxes

    Referring to the results of the implementation of these reforms in the tax system, Sobhanian said: As a result of these measures, the amount of tax declared by taxpayers has increased.

    The Deputy Minister of Economic Affairs and Finance added: Part of this increase is related to the balance of debts that the taxpayers themselves requested to be divided or paid, which has grown by about 54%. Also, other balances have increased by 17%, which shows that economic activities have become more transparent.

    acceleration of tax refund; From years of waiting to a few months

    Referring to the issue of taxpayers’ tax refunds, the head of the Tax Affairs Organization said: One of the serious demands of economic activists is the timely return of their legal rights, including tax refunds.

    He added: In the past, the tax refund process sometimes took two to three years, because the cases had to go through different stages of investigation and there were also concerns about the accuracy of the information.

    Stating that this process has now been corrected, he stated: In 1403, the amount of tax refunds increased significantly, and this process continued in 1404.

    Significant growth of tax refunds to taxpayers

    Referring to the tax refund statistics, he said: In 1403, the amount of tax refunds to taxpayers has grown significantly, and in 1404, this figure has more than doubled.

    The Deputy Minister of Economic Affairs and Finance added: Despite the specific conditions of the country and restrictions in some areas, the amount of tax collected in some indicators has recorded a growth of about 19 to 20 percent.

    Referring to the significant increase in the volume of refunds compared to the collected tax, Sobhanian stated: In total, the amount of tax refunds has increased by 361% in this period.

    Significant reduction of tax refund time to one month

    Stating that the tax refund process was very complicated and time-consuming in the past, Sobhanian said: Taxpayers had to go through several steps to receive their legal rights; From the issuance of the hearing order to the submission of various documents and documents, which had actually become a long and complicated process.

    The head of the Tax Affairs Organization added: Currently, with the modification of processes and the use of smart systems, the time for processing and refunding taxes has been reduced to about one month on average, and we are trying to make this time even shorter.

    Smart refund based on risk indicators

    Referring to the new tax refund mechanism, he stated: currently, refunds are made based on specific indicators and risk assessment.

    Sobhanian added: In cases where the information of the taxpayers is clear and reliable, even up to 98% of the declared amount can be returned to the taxpayer without lengthy processes.

    The Deputy Minister of Economic Affairs and Finance stated that in some special cases due to the existence of risk or ambiguity, the cases enter the process of more detailed investigation, and said: In these cases, additional investigations are carried out to ensure the accuracy of the information.

    The cost of 50 thousand billion tomans to the government due to delay in tax collection

    Referring to the government’s cooperation with the country’s economic complex in the past one year, Sobhanian said: “We have postponed 40 to 50 attempts to collect taxes due to the existing conditions.” This issue was done to accompany the production and continuity of the production wheel. However, the government also has requirements that should be taken into account by the tax affairs organization.
