The 2nd Shift Economic Crimes Prosecutor Sandra Fleitas continues with the investigation into the assistance given to the individual Víctor Hernández at the Police Hospital to whom food tickets were also given between 2013 and 2016, a cause for which the former Frente-Amplista senator was charged in June 2025. The investigation continues in preparation for the trial and includes other suspects, including the former director of Internal Affairs of the Ministry of the Interior under Edurado Bonomi, lawyer María Estela González.
According to what they told The Observer Sources from the Prosecutor’s Office, González testified this Thursday for the second time – she had already done so when the case was investigated by prosecutor Silvia Porteiro – and was defended by criminal lawyers Laura Robatto and Homero Guerrero.
When Robatto was asked about González’s appearance, he did not want to make any statements.
González, who is now retired and took over as head of Internal Affairs on March 24, 2010, was in office in 2012, when the events linked to Hernández occurred, who was paralyzed by a stray bullet in La Paloma. At that time, Commissioner Marcos Martínez was celebrating his birthday in the house next door.
Carrera was the director of the Secretariat of the Ministry of the Interior and the justice system held him responsible for the efforts he made for the victim to use the services of the Police and receive food tickets.

According to Hernández and his brother, in a meeting in which Carrera was also present, the director of Internal Affairs Estela González, a lawyer for the ministry and the mother of the Hernándezes, Carrera urged them to initiate a civil lawsuit against the Ministry of the Interior for the damage suffered and mentioned the assistance that was being given to them. González has denied being in that meeting, the audio of which was recorded and broadcast by the Santo y Seña program.
The same day he left the Clinics, where he was hospitalized after being shot and remained for eight months, he was transferred to the Police Hospital, accompanied by his brother. They both stayed there for 3 and a half years.
The accusation against former senator Charles Carrera
At the request of prosecutor Fleitas, in June 2025, Organized Crime Judge Diovanet Olivera charged Carrera with crimes of fraud, ideological falsification and improper use of privileged information.
In October, the 2nd Turn Court of Criminal Appeals unanimously confirmed Carrera’s accusation of fraud and improper use of privileged information but revoked, by majority vote, the crime of ideological falsification.
The court ruling reported by El Observador found that Carrera committed fraud by carrying out “numerous acts that caused property damage to the administration, assuming institutional responsibility for the serious injuries suffered by Víctor Hernández.”
“Thus, by order of Career, he was provided assistance through Police Health, remaining hospitalized in the Police Hospital for his rehabilitation from 7/27/2013 to 12/23/2016, and he was paid $20,000 per month for food tickets from January 2013 to October 2016. Both benefits are provided for in the standard for officials of the Ministry of the Interior, a quality that is not “Hernández was wearing,” the sentence argued.
However, he did not accompany the accusation of ideological falsification, which he considered “confusing.”
Carrera assures that “it is not a crime to protect a victim of a stray bullet that everything indicated at that historical moment came from a house of the Ministry of the Interior, from a party where the town commissioner was.”
He also stated that it was “an armed cause” and attributed it to the leader of the National Party and former Minister of the Interior Luis Alberto Heber, whom he had denounced for the Port agreement when he was Minister of Transportation. “I think this is a politicized case, I filed a complaint through administrative channels that the prosecutor has had for a long time (…)
