Keiko Fujimori and her circle of trust: who does the Fuerza Popular presidential candidate listen to the most?

Two of them are José Chlimper, former Minister of Agriculture, former director of the Central Reserve Bank (BCR) and former secretary general of Fuerza Popular; and Jaime Yoshiyama, former Minister of the Presidency. Both have the role of advisors of Fujimori Higuchi, according to El Comercio sources.

Chlimper was the promoter of the habeas corpus, through which the TC ordered the annulment of the trial against the former congresswoman and others. The court held that the facts alleged by prosecutor José Domingo Pérez, of the defunct Lava Jato special team of the Public Ministry, were not a crime during the 2011 and 2016 presidential campaigns.

Yoshiyama accompanied a few days ago Fujimori Higuchi to zone 5 of Huaycán, in Ate Vitarte, where they met with local residents within the framework of the applicant’s “house to house” campaign. “Today what I tell you is to support her, she is going to make the right decisions, she is going to overcome the deficits that these last governments have left us in Peru,” said the former Minister of Transportation and Communication.

The other person who returned to the circle of trust of Fujimori Higuchi It has been Carmela Paucará, Secretary of Organization and candidate for deputy of the orange party in Piura.

In March 2021, prosecutor Pérez requested that Paucará be sentenced to 22 years and eight months in prison for the alleged crimes of criminal organization, money laundering, and false declaration in administrative proceedings.

Sources close to Fuerza Popular indicated to this newspaper that despite the fact that the former Congress worker is running in Piura, she continues to manage the agenda of Fujimori and organizes your activities in the capital.

In the previous election, the circle of trust of Fujimori Higuchi It was made up of two levels, today these have become three (see infographic). The first is the most closed and is made up of Luis Galarreta and Miguel Torres, members of the Fuerza Popular presidential formula.

According to top sources Fujimoriboth are the ones the former congresswoman listens to the most and are her main operators.

For example, Galarreta has the management of the party from the general secretary and Torres the leadership of the orange bench. The former parliamentarian is the head of the group’s Cabinet of Advisors in Congress.

Also at the second level, from Paucará, are the president of Congress, Fernando Rospigliosi, and the former parliamentarian Marco Miyashiro. Both – along with retired Army General César Astudillo – are in charge of the proposal of the fujimorism in citizen security.

One of Fuerza Popular’s approaches is to reinforce patrolling in critical areas “through the reorientation of 24×24” and expand the call for police training.

Fountains near the dome fujimorism They told El Comercio that there is an interest Fujimori Higuchi to “highlight” the image of Miyashiro, former head of the GEIN, a special police group that captured Abimael Guzmán, leader of the Shining Path terrorist group. “The general represents a very important figure within the party,” they mentioned.

At the last level are Chlimper and Yoshiyama, but there would also be the economist Marco Vinelli, coordinator of the Fuerza Popular government plan, and the Spanish journalist and businessman Román Cendoya.

Cendoya, according to different sources from Fuerza Popular, has joined the campaign Fujimori Higuchi as an external political and communications advisor. They explained that he does not have a contract and that he is a person that the presidential candidate listens to.

In “Always at Eight,” a video podcast from El Comercio, the Spanish political analyst said on Thursday that he has known the former first lady for 30 years and revealed that she “asks him a lot of things,” but stressed that he does not have a contract.

“I don’t have a contract, it’s true that I’m a friend of Keiko Fujimori and he asks me many things. I am a friend of Keiko Fujimori since when she was first lady. I came (to Peru) in 1996 as an external advisor for Telefónica, I met his father (Alberto Fujimori) and I have a friendly relationship with the family,” he expressed.

The Spanish advisor – in an interview on Willax TV, in April of last year – said that the then president Dina Boluarte “has a historical role that will be recognized over time: she saved the institutions, the Constitution and democracy by accepting the presidency after the coup d’état.” “If she resigned, Parliament would have been dissolved and the left would have achieved its objective of changing the Constitution towards a Bolivarian model,” he noted.

He also said that Boluarte Zegarra was told “a lie” when asked about the investigation that the current ex-president is facing for the 49 deaths in clashes during the protests of December 2022 and February 2023.

“They have told her a lie. The political perpetrators of these deaths are the coup plotters who encouraged the people to violate the law and attack the State. The Police fulfilled their role of defending the institutional reality; the fault is not the one who defends the Constitution, but the one who attacks it,” he stated.

Last October, on América TV, Cendoya said that the main task of Jerí, who had just been sworn in as transitional president, “is not to do politics, but to ensure that the electoral process called is fulfilled.”

Other sources close to the leadership of Fuerza Popular indicated that Fujimori Higuchi has two other international advisors in his campaign, of Argentine nationality. They would be the authors of the slogan “The Force of Order”, which presented Fujimori Higuchi in the last week and in the presentation of the orange candidates to the Senate.

In communication with El Comercio, Torres confirmed the presence of these Argentine “consultants”, but avoided giving their names.

“What we have are consultants, who give us scope, I am not in a position to share (their names), they are people we listen to, but it is not that we have a permanent link,” he expressed.

The undersecretary general of Fuerza Popular explained that the slogan “the force of order, evokes order in security, in the economy and in the State to simplify it.”

Sources of fujimorism They detailed that the main recommendation of the Argentine advisors, whose identity is kept under lock and key, is that Fujimori Higuchi “listen” to the citizens. For this reason, in the first stage of the campaign, they deployed going “house to house.”

In addition, they suggested not deploying as a central axis the confrontation with Rafael López Aliaga, a candidate for Renovación Popular with whom they dispute the right-wing vote.

Another change compared to 2021 is the departure of former congressman Carlos Raffo from Fuerza Popular, where he was an external advisor to Fujimori Higuchi during the electoral season.

Sources close to the Fujimori party indicated that the publicist’s departure from the orange hard core occurred after the death of former president Alberto Fujimori in September 2024.

The former parliamentarian returned to Fujimori Higuchi’s environment when she was released from preventive detention in May 2020, in the midst of the Covid-19 pandemic. Raffo, at that time, had an important role in the reconciliation between her and her father, who was still imprisoned in the Barbadillo prison.

“As a friend, I give him my opinions on various circumstances, such as telling him how an interview went. Or giving him an opinion on his government plan,” Raffo told El Comercio in an interview in March 2021.

The same sources reported that the rift between the former congressman and Fuerza Popular was generated, in addition to the death of Alberto Fujimori, due to differences with Galarreta and Torres.

For example, Raffo did not question that the orange leadership has maintained its support for former president Dina Boluarte almost until the end of her term.

“The criticism he made was due to the proximity to the Boluarte government, he considered it a mistake,” they stated.

In this regard, Torres rejected the fact that Raffo had left Fujimorism fighting and considered him “a friend.”

“We always listened to him, like others. Now that he is in another campaign (that of José Williams Zapata, of Avanza País), there is a conflict of interest. We cannot have the same conversations. But Raffo has always been considered a good friend,” he said.

Sources from El Comercio indicated that Pier Figari, who was one of the main advisors of Keiko Fujimori In the 2016 election, he returned to Fuerza Popular, but only as a candidate for deputy and not as part of the orange core. The one who has stayed away from the group is Ana Herz de Vega. Both were prosecuted for the Cocktails Case.
