Ulaanbaatar,
April 22, 2026 /MONTSAME/. Minister
of Education Enkh-Amgalan Luvsantseren met with representatives of the
Education Growth Association of Mongolia’s private kindergartens.
During
the meeting, the sides discussed the current condition of private
kindergartens, key challenges facing the sector, and future directions for
cooperation.
At
present, 27,600 children are enrolled in 353 privately owned kindergartens
nationwide. However, according to data from the past five years, the number of
kindergartens has declined by 128, while enrollment has decreased by 4,984
children.
The
sides highlighted their cooperation under the public-private partnership
framework in eliminating the lottery-based kindergarten admissions system
and helping raise preschool enrollment coverage to 96 percent.
They also
agreed to work together on several priorities, including improving the quality
of preschool education, strengthening the training and professional capacity of
special education teachers, increasing private sector participation to achieve
100 percent kindergarten enrollment for five-year-old children, and training
specialists in special needs education, particularly speech therapists.
Other
agreed areas included reforming the per-child operating cost allocation system
and increasing allocations, reducing the impact of rising prices and teacher
wage increases, jointly organizing a preschool education business conference,
and expanding the participation of private kindergartens in the “School in
Residential Complexes” project.
The two sides
also agreed to sign a memorandum of cooperation to elevate public-private
partnerships to a new level. Minister Enkh-Amgalan said the ministry would
support the agreed areas at the policy and regulatory levels, according to the
Ministry of Education.
