The seats are located behind the goal on one short side.
FIFA does not regulate prices on the secondary market but charges fees of 15 percent to both buyers and sellers.
FIFA defends the model, saying it follows industry standards and that the revenue is reinvested in the development of football globally.
There are significantly cheaper tickets for the final available through FIFA’s own sales.
