SAN MARINO – The deadline for submitting the application for access to social tariffs expires on 31 October. From this year the compilation of the Income and Asset Declaration (DRP) for ICEE purposes is also expected, but to complete this procedure there will be time until the end of 2026.
The deadlines are clarified by the Consumer Help Desk Association (ASDICO), which intervenes to avoid possible confusion among citizens interested in the benefits.
On the website of the Autonomous State Company for Public Services (AASS) it is specified that, to benefit from social tariffs, it is mandatory to have completed and validated the DRP for ICEE purposes. According to the association, however, the procedure is still in an initial phase of implementation.
ASDICO therefore specifies that the request for social tariffs must be submitted by 31 October, using the forms available on the gov.sm portal, in the REFASS section. The Income and Asset Declaration can instead be completed by the date of use of the benefits, indicated by the association at the end of the year.
The Consumer Help Desk Association also points out the difficulties linked to the documentation requested from users, in particular the obligation to present a summary of the expenses incurred in the previous year for individual users, distinguishing the amounts of the bills, the tax on municipal solid waste (RSU) and the environmental tariff.
According to ASDICO, this is information already available from the public administration, which could be acquired directly without further obligations for citizens.
The association therefore asks the institutions to improve coordination between offices and to introduce automatic procedures for uploading data, simplifying access to benefits and reducing bureaucratic burdens for users.
