Challenges and certainties in the Venezuelan oil industry: analysis of feasibility, risks and proposals

The Venezuelan oil sector faces a critical knot between the urgency of attracting massive investments under a binational pact marked by opacity and the need to restore legal security to guarantee compliance with the constitutional framework.

Google’s Opal tool analyzes several key aspects of the analysis made by experts José Toro Hardy and César Mata about the future of the hydrocarbon industry in the country.

    • Points of convergence: Specialists agree that the United States is the natural market for logistics costs and refinery design. There is consensus that real recovery depends on the return of global corporations (such as ExxonMobil or ConocoPhillips) and the creation of credible and stable institutions.
    • Points of disagreement or debate: Experts question the financial and technical capacity of the operating company chosen to execute an investment of 100 billion dollars. There is disagreement over the duration of the contract (25 versus 100 years) and the legality of ceding veto rights over the board of directors of mixed operators to the US War Department.
    • Critical institutional nodes: Opacity in the management of oil revenues since January; lack of transparency in the direct allocation of areas; and the risk of definitive loss of Citgo due to non-payment of compensation derived from international arbitrations.

    3. International lessons and comparative politics

    • Applicable analogue models:
      1. Technical synergy with Guyana: Use of light crude oil (30 degrees API) from the Stabroek block to mix with Venezuelan extra-heavy oil (8 degrees API), allowing the creation of competitive commercial mixtures type Merey 16 for the US market.
      2. Oil opening (Venezuela, 90s): Historical reference of public and transparent tenders broadcast live that attracted 35,000 million dollars under a framework of legal security validated by the legislative and judicial powers.
    • Multilateral standards: Application of transparency protocols for extractive industries and mandatory external audits to mitigate corruption and extra-budgetary management of income.

    4. Strategic viability balance

    • Favorable factors / Levers of change: Possession of the largest proven crude oil reserves in the world (303 billion barrels); geographical proximity to the largest consumer market (4 days of navigation); and existence of basic infrastructure susceptible to rapid recovery.
    • Risk factors / Obstacles: Legal and contractual uncertainty; resistance of large oil companies to investing without full institutional legitimacy; and the history of nationalizations without compensation that undermines the confidence of global capital markets.

    5. Roadmap and refoundation proposals

Concrete and hierarchical proposals derived from the analysis:

    • Short term (0 – 6 months | Stabilization and emergency): Reactivation of mature fields (brownfields) in Lake Maracaibo using secondary recovery technologies. Full publication of the contractual terms of the agreement with Nabep for technical and legal review.
    • Medium term (6 – 24 months | Regulatory and institutional reforms): Comprehensive reform of the Hydrocarbons Law to guarantee fiscal stability and clear investment rules. Restructuring of the state-owned PDVSA and search for a payment agreement with ConocoPhillips that allows debts to be exchanged for exploitation areas, protecting Citgo’s assets.
    • Long term (2 to 5 years | Sustainability and consolidation): Infrastructure development in virgin areas (greenfields) of the Boyacá block. Promotion of industrialization by strengthening the national petrochemical industry to add value to the hydrocarbon chain.
