Belize’s Ministry of Foreign Affairs has rejected China’s sanctions on Foreign Minister Francis Fonseca. The Belizean government says the measures will not change the country’s foreign policy.
The ministry said it has “taken note” of the announcement by China’s Ministry of Foreign Affairs on October 12, 2026, of unilateral measures against Fonseca. “These measures will not alter Belize’s foreign policy, nor will they deter the government from carrying out its responsibilities. The Government of Belize continues to stand fully behind Minister Fonseca.”
The ministry said Belize is a sovereign and independent state and that, under the Charter of the United Nations, every state has the right to conduct its foreign policy free from external pressure.
It said Belize’s relationship with Taiwan was established by a sovereign decision of the country and described it as a partnership that has delivered cooperation in development, health, education, infrastructure, the environment and agriculture.
The ministry said Fonseca acted at all times in his official capacity, on the instructions of the government and in the national interest of Belize. “Measures directed at an individual for carrying out the lawful duties of his office are unwarranted, and we reject them.”

The ministry said Belize remains committed to peaceful relations with all states and to dialogue to resolve differences. It called on all states to refrain from unilateral coercive measures against officials of other states. It said it will consult closely with its bilateral and regional partners and the wider international community. The government thanked its regional and international partners for their solidarity and said it will keep the public informed.
Reuters reported that China placed sanctions on Fonseca and on Paraguay’s communications minister over their countries’ ties with Taiwan. China called them “pawns” who have smeared Beijing.
China’s foreign ministry cited national sovereignty and security. In two notices, it said the measures include denying entry visas for Hong Kong and Macau and prohibiting Chinese organisations and individuals from engaging in transactions, cooperation or other activities with the two officials. Chinese Foreign Ministry spokesperson Mao Ning said the politicians were “willing to serve as pawns” for Taiwan.
Reuters says the sanctions are largely symbolic because ministers from Taiwan’s diplomatic allies generally don’t travel to China.
Earlier today, Fonseca said he had received no formal notification of the action. “I have received no formal notification of this action being taken. Once confirmed, the Foreign Ministry will issue a response, and I will speak to the matter.”
“Belize is proud to stand with Taiwan in support of the principles of self-determination and international law.”
Taiwan’s foreign ministry condemned the move, saying China had no right to interfere in its diplomatic relations.
