THE Royal Papua New Guinea Constabulary has officially commissioned four senior officers into higher ranks, marking the first promotion list of 2026 and signalling a renewed era of leadership within the force.
The newly promoted officers are:
- Gaiwary Tinga – promoted from Chief Supt to Assistant Commissioner – Human Resource;
- Benjamin Turi – promoted from Chief Supt to Commander rank and confirmed as NCD/Central Commander, after serving in an acting capacity;
- Joseph Puri – promoted from Chief Supt to Commander rank and confirmed as Commander Southern Region; and,
- Clement Dalla – promoted to Commander rank and confirmed as Commander Eastern End.
The ceremony was officiated by Police Commissioner David Manning, supported by Deputy Commissioners Dr Philip Mitna (administration) and Samson Kua (regional operations).
Commissioner Manning in congratulating the four officers said: “Leadership is not about the title you wear, but the difference you make in the lives of our people.
“Today, you are not just promoted – you are entrusted with the hopes of communities who look to you for safety and justice.
“Acceptance of promotion is one thing, but belief in your leadership is another.
“The Constabulary needs leaders who will not only command but inspire.”
Manning also challenged the four promoted officers to continue the good work that they had started in their respective commands.
“You have proven yourselves in acting roles. Now, as confirmed leaders, you must rise above challenges, strengthen discipline, and restore public confidence in our force,” Manning said.
The Police Commissioner confirmed that while this was the first promotion list of the year, additional promotions were expected across the ranks – from non-commissioned officers to chief superintendents – reinforcing the Constabulary’s commitment to renewal, discipline, and strengthened leadership.
The Commander rank, once dormant, has been revived to strengthen leadership role across operational areas of the Police Force.
Positioned above chief superintendent and a rank below the assistant commissioner, the commander rank provides clearer authority and accountability.
