Through a digital platform managed by the Interior Ministry, with access to the relevant departments and bodies
The government has determined how to use the digital platform designated for following up on political parties, which the Ministry of the Interior is responsible for managing and following up on the procedures related to the establishment of parties and requests for accreditation, as well as receiving notifications and statements related to their activity, including donations, cooperation and friendship relations with foreign political parties, political alliances, and mergers in another accredited political party, while providing access to them for public administrations and competent bodies.
According to Executive Decree No. 26-317 dated Rabi’ al-Thani 16, 1448 corresponding to September 28, 2026, specifying how to use the digital platform designated for following up on political parties, and issued in the latest issue of the Official Gazette, this platform is a central mechanism managed by the relevant departments of the central administration of the Ministry in charge of the Interior, and is used to link the latter to political parties, through which procedures related to the establishment of political parties are followed. And their objections and examine the conformity of their regulatory status with the applicable legislation.
According to the decree, the platform is used to deposit and receive files, documents, information, permits and notifications, especially requests related to the establishment of political parties, licenses to hold the founding conference, as well as requests for accreditation.
The latter also allows, according to the decree, the receipt of notifications addressed to the founding members or to the official of the political party related to the decisions of the Minister in charge of the Interior regarding the authorization to hold the founding conference or its cancellation or rejection, as well as the approval or rejection of the party, and the conformity or non-conformity of the changes or amendments made by the political party, as well as the decisions that include stopping activities and closing the headquarters that are used for these activities.
In the same context, the decree clarifies that the platform receives notifications addressed to the Minister in charge of the Interior regarding the addresses of the party’s local bodies, the updated nominal list of its members and their party statuses, as well as changes or amendments that occur to the political party’s organs, its permanent national committees, its temporary committees, and its local structures.
These notifications include, according to the decree, the address of the political party’s national headquarters and its political program, basic law, or bylaws, in addition to the relevant supporting documents, in addition to notifications related to the party’s various political activities, and the proposals that it can submit to the public authorities.
According to what was included in the decree, the platform also includes declaring the donations that the political party can receive, as well as declaring the relations of cooperation and friendship that it aspires to establish with foreign political parties, as well as declaring the political alliances that it can form with an accredited political party or parties, as well as merging into another accredited political party.
Regarding the creation of accounts, the decree specifies the obligation of the approved political party to create its official account on the digital platform, by including all the data related to its officials or the person who authorizes it to use this digital platform, provided that the competent departments of the Ministry in charge of the Interior activate this account.
As for the political party under establishment, the decree clarifies that the representative of the founding members of the political party creates an account on the digital platform in the name of the political party under establishment, by listing all the data related to its person, provided that the competent departments of the Ministry in charge of the Interior activate this account.
In this context, according to the decree, the political party is obligated to access the official account on an ongoing basis, and to use the official account by its official or the person he delegates for this purpose, and to respect the terms of use of the digital platform, especially those specified in it, and not to misuse it. The decree also stresses the necessity of maintaining the confidentiality of data and not publishing it, except in cases where the law permits this.
On the other hand, the decree clarifies that, within the framework of respect for the legislation and regulation in force, public administrations and competent bodies, when necessary, are allowed to access the digital platform, according to methods determined in accordance with agreements between the Minister in charge of the Interior and the official of the administration or body concerned. The decree concludes its provisions by affirming that its provisions are clarified when necessary, in accordance with a decision of the Minister in charge of the Interior.
