A few days before Municipal Elections that will define who will be the next mayor For Metropolitan Lima, the 13 candidates present their proposals and outline their main priorities for the capital. The debate organized by the National Election Jury (JNE) puts on the table issues that concern citizens and the different visions of Lima presented by the applicants.
At the beginning of the ‘city vision’ block, the candidate Elizabeth León Chinchay (Front of Hope 2021) He shared his desire to have a modern Lima with the essential services for all its inhabitants.
“I have come to express the vision I have of Lima as a beautiful, modern, resilient city, with services that the city provides and that we citizens improve our quality of life… we have safe water, recycling the order of the day, clean streets, garbage in its place, and everything works as it should be, like a truly beautiful city, like the true city of kings. That is the vision and that is the plan that the Esperanza Front is delivering to Lima for the benefit of future generations,” he indicated.
Mónica Yaya, candidate for the Peruvian Aprista Partyexpressed his concern about the insecurity that exists in the city and pointed to the management of Rafael López Aliaga for the inaction during these years.
“Lima, since the last municipal administration, has more murders by hitmen, more quota collectors persecuting formal and informal merchants, more violence against women, fewer job opportunities for our children, because they do not even have an integrated transportation system… because the mayor abandoned us. Don’t forget that the vision for Lima has to be a safe, orderly city and, above all, free of corruption,” he expressed.

For its part, Yuri Castro (candidate for first councilor for the Peru Libre party)stressed that one can no longer live in fear, and that it represents an invisible Lima that is ignored by the authorities.
“The political parties have shared the Government of the city of Lima in the last two administrations and they have left us chaos, insecurity and zero planning. They already had their opportunity and they failed the people of Lima. Therefore, it is very important that this October 4 you vote for security, for a real and not fictitious renewal,” he noted.
For the candidate of Popular Renewal, Rafael López Aliagathe way to have a safer Lima is in investment and, in fact, a millionaire promised to confront crime. In fact, he stressed that the resources exist for this.
“We are going to invest because we do have money… more than 100 million soles in municipal intelligence to prevent pursuing these cases. We have General Otto Guibovich, here present, who is going to lead police and military intelligence against the hitmen. We have congressmen to establish military courts… life sentences for hitmen, faceless judges,” he said in his first intervention.
Juan Carlos Alvarado Mestanza (Venceremos Electoral Alliance)like some of his contenders, cited López Aliaga’s promise of making Lima a world power, and even pointed out some figures on poverty in the city.
“With 18 soles you cannot be a world power. You have to be creative and honest… not lie to people. I dream of a united Lima, but above all of my cones. 70% of us from Lima live in the cones, but it seems that the old policy is forgotten. I am going to explain how AI governance can change this applied to Lima,” he said.
In the next turn, he had to expose Rubén Bonilla (Citizen Force)who stated that Lima is a chaotic city that demands urgent changes.
“We propose LIA (Lima Intelligent Assisted), an agentic system that allows early warning, control and supervision… and thus be able to tell my grandson, and all of your grandchildren, we are trying to make a nice, pretty and dignified Lima,” he explained.
The candidate Luis Miguel Llanos (Let’s Progress) He was very critical during his speech for some proposals made on the first date of debates last Monday. In addition, he said that there is a lot of selfishness in this campaign.
“In the debate there have been more than 10 million people who are deceiving them with this issue of artificial intelligence. That is useless when you don’t have data. Now, I don’t understand these people who are scamming them from the beginning. Lima is on fire and Lima, I tell you, is going to end up like Trujillo… generals are going to die soon and I’m telling you, I don’t have a crystal ball, but it’s going to happen,” he noted.
Very firmly, the candidate Edgardo de Pomar Vizcarra (Popular Christian Party) He argued the reasons why he wants to drive the roads of the capital in the coming years.
“I participate in this electoral process to confront the old incapable and corrupt system that has captured Lima. A system in which priority has been given to the economic interests of some mayors and has left residents in fear, chaos and abandonment. With your support we can change this chaotic situation and transform Lima, because those candidates who were Mayors, Ministers or Congressmen never resolved anything for the residents of Lima,” he said in his first intervention.
Francis Allison (Avanza País) He took advantage of his minute and a half to thank his family for the presence at the event and highlight his extensive experience in municipal management, which he seeks to replicate in the Lima community in the coming years.
“I have been mayor for the fifth time. And that means two things: First, that I have 20 years of municipal experience. Second, that I am a man of my word. What I say, I do. I made Magdalena del Mar the safest place in all of Lima. And today we make a commitment with you. All of Lima will be safe so that your family can live in peace again. Also quality road works, well done so that infernal traffic stops stealing so much time from your life and you dedicate it to your family,” he explained.
Directly touching on the transportation problem in the capital, the candidate began his speech Alberto Tejada (Popular Action)and emphasized the importance of safeguarding the integrity of the citizen.
“It is really unacceptable that we waste hours on public transportation that we could enjoy with our family, or suddenly arrive home afraid of being assaulted or extorted from us or our family… suddenly in the same context arriving with some ailment and we don’t know where to go. Unfortunately that is the Lima that we have today and it is the Lima that we do not deserve. We want to transform that reality,” he said very bluntly.
It is in the Mario Vargas Llosa auditorium of the National Library of Peru, in San Borja. The meeting includes different blocks for participants to present their approaches and answer questions selected from citizen consultations.
The day includes presentation and vision of Lima, direct interaction, citizen questions and a final message, according to the format established by the JNE.
