Prime Minister Edi Rama dismissed the head of SHISH, Vlora Hyseni. From New York, where he is in the framework of the UN General Assembly, Rama said that as soon as he arrives in Tirana, he will consult with the President of the Republic on the election of the new head of the State Intelligence Service.
The head of the government also emphasized that the responsibility is individual while adding that the majority will not act as a lawyer for anyone.
“Everyone is innocent until the final judgment, but no one is above the law in any case and for any reason, so I am grateful to Vlora Hysen for everything he has done right in the service of Albania, while for everything else that has to do with the case newly opened by the justice bodies, my position remains the same as on the first day of the Justice Reform: The innocence or guilt of an accused accomplice is an individual matter before the prosecution and the court and this governing majority with me at the head, remains loyal to this position by not entering into the merits of any justice issue and not acting as a lawyer for anyone facing justice”, said Rama.
“The dismissal of the director of the service is immediate, as soon as I return to Tirana and in consultation with the President of the Republic, we will choose the new head of the State Information Service”, concluded the Prime Minister.

due to different schedules this response from New York, where I am for the UN General Assembly, may seem delayed and apologies for that.
I have been informed about the measure of house arrest that SPAK has issued for the director of the State Intelligence Service, I expect that any suspicion of the prosecution body will be investigated and clarified to the end through the independent judicial process.
Beyond the respect for the work and for the person of Vlora Hysen, as well as beyond the constant evaluations that she has received from the partner agencies as the head of the Albanian intelligence service, the path of no return that we have chosen is the path of the independence of the justice bodies to investigate and judge anyone, regardless of social status or public function.
But also, it seems inevitable that any investigation or measure taken by the judiciary against public persons will turn into a motivation to grind human flesh in the political and media mexhelis and to call the “rope” as in the medieval execution squares, long before the court has its say.
And yet, it can never be true that the independent actions of justice and the continuous affirmation of equality before the law, are at the same time an act-accusation against a ruling majority which, with courage and determination, has paved the way for independent justice, in a country where, until a few years ago, this independence was unimaginable for centuries.
Nor can these developments with justice be mud against Albania, which is doing a lot on its way to join Europe that cannot even be imagined in other countries of the region and that time will appreciate better than anyone.

SPAK’s accusations against Vlora Hysen
The Special Prosecutor’s Office against Corruption and Organized Crime (SPAK) in Albania had requested security measures against the head of the Information Service (SHISH) Vlora Hysen, an employee of the Scientific Police Institute with the initials FK, and an employee of the agrotourism company ‘Kodra e Kuajve’. Through an announcement, SPAK said that during today they have undertaken new security measures and checks within the framework of a criminal investigation. This the investigation has not been revealed so far in the announcement that the case is from 2025, while the measures required against the three suspects have been determined by the Special Court of First Instance for Corruption and Organized Crime.
According to SPAK, with the decision of September 21, 2026, security measures have been set against three persons under investigation. As for Vlora Hysen, who according to SPAK holds the position of director of the State Information Service (SHISH), house arrest has been set, along with suspension from the exercise of duty or public service. She is being investigated for the criminal offenses provided by articles 320/2 and 295/a/1 of the Criminal Code. The measure of arrest in prison has been assigned to FK, the responsible department at the Institute of Scientific Police, who is being investigated for the criminal offense provided for by article 295/a/1 of the Criminal Code. ES, an employee of the company Agrotourism Kodra e Kuajve, has also been assigned to prison. According to SPAK, he is being investigated for the criminal offense provided for by Article 302/2 of the Criminal Code.
Decisions on security measures have been sent to the State Police for execution. According to the SPAK, two of them have been executed so far. In addition to the security measures, the Special Court has also allowed controls within the framework of this investigation. With the decision of September 20, 2026, the control of the apartment and the personal control of IP, a former high-ranking official of the State Police, was allowed. Meanwhile, with the decision of September 21, 2026, the control of a villa complex at the intersection of Durrësi Street in Shekuj and Bajram Street was allowed. SPAK has announced that it has received the support of the State Police for the execution of the decisions.
