TEL AVIV — The president’s son-in-law Jared Kushner and Israeli Prime Minister Benjamin Netanyahu met Monday in Jerusalem but made little progress toward fulfilling a plan for complete demilitarization of Hamas and the withdrawal of Israeli forces from Gaza.
