The Government will apply a gradual scheme for the payment of bonuses and CTS to workers in the CAS (Administrative Services Contract) regime, despite the fact that Congress had initially rejected that proposal during the debate on Law 32563.
According to information communicated by the Ministry of Economy and Finance (MEF) to representatives of the main public sector union confederations, the bonus corresponding to July of this year will be equivalent to 10% of the monthly remuneration of each worker, with a guaranteed minimum amount of S/300.
The benefit will be paid through a complementary spreadsheet, that is, outside the regular payment schedule of the Banco de la Nación.
Payment will be progressive
According to the schedule presented by the MEF, the percentage of the bonus will gradually increase until it reaches 100% of the remuneration in 2030:
-2026: 10% of remuneration (with a minimum of S/300).
– 2027: 20%.
– 2028: 30%.
– 2029: 50%.
-2030: 100%.
The same gradual scheme will be applied for the Compensation for Time of Service (CTS) of CAS workers.
The regulatory standard is missing
Union representatives indicated that the MEF informed them that the upcoming enactment of the Supplementary Credit Law will enable the implementation of these benefits. Subsequently, the Executive will publish a supreme decree that will establish the procedure and rules for making payments.
With this, the Government seeks to progressively implement Law 32563, which recognizes for the first time the right of CAS workers to receive bonuses and CTS, although with an application calendar that will extend until 2030.
