The first reports have arrived at the State Police Cybercrime and a long list of people have been denounced as distributors of links on social networks recommending negative reviews for businesses, ordered by the leaders of the protest in Tirana.
Everything they have distributed as recommendations and the businesses they have reviewed within a time interval has already been documented.
The word comes, a person makes a review in Lalëz, Shkodër, Saranda, Himare and Tirana within a minute, which shows that he is behind the computer and criminalizing the businesses of others.
At the center of the investigation is Alsido Ndoi, a YouTuber originally from Lezha, who distributed the list of businesses and called for them to be massacred with negative reviews.
Then a marketing agency run by Enea Doku, called Albanian Marketing Academy, which has distributed reviews.
The most politically engaged remains a candidate for deputy of Arlind Qorri’s Joint Movement, named Bruno Çaushaj from Divjaka.
Also, in the list of investigations, it is known that there are names like Isamedin Peci, Erigon Dauti, Rudi Qerimi, Blerina Mana, Uran Bakiu, Ervin Mata, Leonard Luli, Armando Qokaj, Herald Kaloshi, Dritan Balla and many others who have responded to the call for review by writing negative reviews in many businesses within a few minutes without ever being there. The newspaper has a list of about 300 people who have engaged in this criminal activity.

Through several accounts on Facebook, Instagram and TikTok, through a clear coordination by the leaders of the protest on the boulevard, many of these people have committed themselves by leaving evident traces in the attack on tourist service businesses.
Criminal code of Albania, article 166, “Dissemination of trade secrets and damage to the image”. According to this provision, when fake news is used as a tool of unfair competition to discredit a rival business, its products or services, the offense is punishable by a fine or imprisonment of up to two years.
This means that an organized campaign to spread false claims against a business cannot automatically be presented as criticism or protest. If it is proven that the intention was deliberate damage, the perpetrators may face criminal liability.
Another provision is article 143/a, “Computer fraud”. This article can be applied when false information is spread through computer systems with the purpose of securing an illegal economic benefit or causing a property damage to another business.
For this offense, the Penal Code provides for imprisonment from six months to six years.
The application of this article would depend on concrete evidence: if the campaign was organized, if the authors acted with economic intent and if the fake reviews brought measurable losses, such as a decrease in customers, order cancellations or damage to commercial activity.
The Penal Code also provides for Article 267, “Spreading false notifications that cause panic”. This article can be applied when false information not only damages the reputation of a business, but is widely spread and causes panic or endangers public order.
Dissemination of such notices is punishable by a fine or imprisonment of up to five years.
