The residenceAlbón has recorded 124 serious incidents related to conduct, mental health or safety over the last three years (2023-2026) according to the written response of Government to the questions posed by the general counsel ofAndorra Go ahead Noemí Amador on the care and health resources of the center.
The executive specifies that these incidences include 27 self-harmswhich represent the 22% of the total; 58 heteroaggressionsthe 47%; i 39 episodes with property damage, 31%. The Government specifies that serious incidents are considered to be those that have required the activation of emergency services, hospital admission or forceful containment measures, such as physical or pharmacological intervention, and that have involved physical damage to oneself, other people or material damage.
According to the response, all these situations have been handled in accordance with established internal proceduresprioritizing the safety of the people served, the professionals and the environment. The executive also indicates that the service has action protocols to manage behavioral crises, psychiatric episodes, aggression, self-harm or risky situations, developed in accordance with the principles ofFocused attention in the person and the model of Positive Behavioral Support.
On May 15, 2026, theAlbón had 44 residents. The Government details that the 36% are people with intellectual disabilities or neurodevelopmental disorder without other comorbidities; the 25% have an intellectual disability or neurodevelopmental disorder with mental disorder but no behavioral disturbances; the 18% have behavioral disturbances associates; another 18% have associated physical pathology, and the 2% they have a mental disorder without a diagnosis of intellectual disability or neurodevelopmental disorder. According to the executive, the 80% of the residents does not present a behavior disorder profile.
In terms of human resources, the center has 35 direct care professionalsbetween auxiliaries, monitors, educators, a psychologist and nursing staff with a 24-hour presence. It also has two coordination figures and an in-person surveillance service throughout the day. During the night shift there are three assistants, a nurse and a security guard for the 44 residents.
The Government defends that the night provision is located above the reference ratio of the current framework agreement and affirms that this reinforcement responds to a need detected by the evolution and greater variability of the profiles served. He also points out that the center has a system of guards who can be located during the week, weekends and holidays.
The answer also states that, in the last five years, the night shift has been reinforced with an additional assistantanother assistant has been added as exceptional support to attend individually to a profile in need of more intensive intervention and a 24-hour on-site security surveillance service has been implemented.
Regarding possible staff shortages, the Government states that there is no internal report regarding a possible lack of staff or care pressure addressed to the Our Lady of Meritxell Private Foundation. It also indicates that the ratios are subject to continuous review through quality audits and internal and external inspections.
Regarding complaints, the executive reports that an anonymous complaint was registered in 2025 that referred to the “thermal discomfort”the insufficiency of auxiliary staff and the perception of staff insecurity in the face of possible attacks. According to the inspection report cited by the Government, no breaches were identified in relation to the lack of staff and it was verified that the center has protocols, individualized behavior plans, staff training and additional security measures.
The Government also points out that the June 2, 2026 another complaint was registered related to possible shortcomings in the security of the staff and in the operation of the center to manage user profiles with conflicting behaviors. This complaint, according to the response, is currently being assessed by the Government together with the centre.
