    Fines, forests and food: Tougher penalties could reshape rural livelihoods in T&T

    Over the past decade, Trinidad and To­ba­go’s nat­ur­al re­source and rur­al-based in­dus­tries—co­pra, tim­ber, sawmilling, and hunt­ing—have op­er­at­ed in a space where le­gal re­quire­ments ex­ist­ed on pa­per but were un­even­ly en­forced in prac­tice. Long-stand­ing leg­is­la­tion such as the Co­pra Prod­ucts Con­trol Act and forestry and wildlife reg­u­la­tions set out li­cens­ing, per­mit­ting, and hunt­ing rules, yet many small op­er­a­tors and com­mu­ni­ty-lev­el pro­duc­ers re­mained in­for­mal, of­ten with­out fac­ing mean­ing­ful sanc­tions. The Fi­nance Bill 2026 seeks to change this equi­lib­ri­um by sharply in­creas­ing fines and sig­nalling a more as­sertive en­force­ment pos­ture. In do­ing so, it places tra­di­tion­al liveli­hoods, en­vi­ron­men­tal stew­ard­ship and pub­lic health con­cerns in the same pol­i­cy frame and asks op­er­a­tors to ei­ther step ful­ly in­to the for­mal econ­o­my or face sig­nif­i­cant­ly high­er penal­ties.

    Co­pra and co­conut oil: For­mal­is­ing a tra­di­tion­al in­dus­try

    In the co­pra and co­conut oil val­ue chain, the pro­posed dou­bling of the fine for man­u­fac­tur­ing co­pra prod­ucts with­out a li­cence from $4,000 to $8,000—marks a clear at­tempt to strength­en food safe­ty and reg­u­la­to­ry com­pli­ance. The li­cens­ing re­quire­ment it­self is not new; it has ex­ist­ed for decades, but en­force­ment has of­ten been lax, al­low­ing nu­mer­ous home-based and small-scale pro­duc­ers to op­er­ate un­der the radar. In com­mu­ni­ties such as Ica­cos, many co­conut oil pro­duc­ers have nev­er had their prod­ucts test­ed by au­thor­i­ties and re­port that reg­is­tra­tion laps­es and un­li­censed pro­duc­tion are com­mon. The new penal­ty height­ens the risk of re­main­ing in­for­mal and is framed by pol­i­cy­mak­ers as pro­tect­ing con­sumers while re­ward­ing those who have com­plied all along. How­ev­er, it al­so rais­es un­der­stand­able con­cerns among small pro­duc­ers who fear that the costs and bu­reau­cra­cy of for­mal­i­sa­tion could threat­en their al­ready frag­ile mar­gins.

    Tim­ber and sawmills: Tack­ling il­le­gal log­ging and un­li­censed op­er­a­tions

    Tim­ber and sawmilling ac­tiv­i­ties are al­so square­ly tar­get­ed in the Fi­nance Bill 2026, re­flect­ing in­creas­ing con­cern about il­le­gal log­ging, un­li­censed pro­cess­ing and the cu­mu­la­tive im­pact on for­est ecosys­tems. Fines for re­mov­ing tim­ber with­out a per­mit and for op­er­at­ing a sawmill with­out a li­cence are set to rise from $100,000 to $150,000. Pub­lic mes­sag­ing from the De­part­ment of Nat­ur­al Re­sources and Forestry (DNRF) has stressed that prison terms of up to five years may ac­com­pa­ny se­ri­ous breach­es. For years, many sawmills and fur­ni­ture work­shops have op­er­at­ed in a grey zone of par­tial or non com­pli­ance, with en­force­ment of­ten lim­it­ed to spo­radic in­spec­tions or pe­ri­od­ic crack­downs. The new penal­ty struc­ture, cou­pled with ex­plic­it warn­ings from DNRF, is in­tend­ed to push op­er­a­tors to­ward full li­cens­ing and to re­duce il­le­gal tim­ber flows. If prop­er­ly im­ple­ment­ed, this can im­prove for­est man­age­ment, sup­port sus­tain­able sourc­ing and strength­en the com­pet­i­tive­ness of com­pli­ant sawmills and fur­ni­ture mak­ers who have his­tor­i­cal­ly faced un­fair com­pe­ti­tion from il­le­gal op­er­a­tors.

    Hunt­ing: From tra­di­tion to da­ta-dri­ven reg­u­la­tion

    Hunt­ing, long em­bed­ded in rur­al cul­ture and liveli­hoods, is un­der­go­ing a par­al­lel tran­si­tion from a rel­a­tive­ly per­mis­sive, trust-based sys­tem to­ward more da­ta-dri­ven and reg­u­lat­ed man­age­ment. Over re­cent sea­sons, li­censed hunters have been re­quired to sub­mit manda­to­ry da­ta re­turn forms de­tail­ing their ac­tiv­i­ties, with a $2,500 fine now spec­i­fied for each un­re­turned form in the 2025–2026 sea­son. At the same time, the Fi­nance Bill 2026 height­ens penal­ties for a range of hunt­ing-re­lat­ed of­fens­es, with fines re­port­ed­ly reach­ing up to $150,000 dol­lars in se­ri­ous cas­es. These changes come against a back­drop of con­cern over de­clin­ing game pop­u­la­tions, habi­tat pres­sure and il­le­gal hunt­ing. By com­bin­ing high­er penal­ties with manda­to­ry re­port­ing, au­thor­i­ties aim to bet­ter mon­i­tor off-take, en­force closed sea­sons, and ad­just reg­u­la­tions based on ev­i­dence. For com­pli­ant hunters, the promise is a more sus­tain­able, pre­dictable frame­work. For those who ig­nore the rules, the cost of non com­pli­ance is now much high­er than in the past.

    In­tend­ed ben­e­fits of the new regime

    Across these sec­tors, the Gov­ern­ment has ar­tic­u­lat­ed sev­er­al pos­i­tive in­ten­tions be­hind the pro­posed fine in­creas­es. High­er penal­ties are ex­pect­ed to de­ter un­safe and un­reg­u­lat­ed food pro­duc­tion, re­duce il­le­gal log­ging and un­li­censed sawmilling, and pro­mote more sus­tain­able hunt­ing prac­tices. A cen­tral theme is mod­erni­sa­tion: many of the old fines were set decades ago, at lev­els that no longer had re­al de­ter­rent pow­er in to­day’s econ­o­my. By up­dat­ing them, the au­thor­i­ties aim to align sanc­tions with con­tem­po­rary eco­nom­ic re­al­i­ties and un­der­score that en­vi­ron­men­tal and food-safe­ty laws are not mere­ly sym­bol­ic. The re­forms al­so cre­ate in­cen­tives for mi­cro and small en­ter­pris­es to for­malise their op­er­a­tions, there­by gain­ing ac­cess to train­ing, fi­nance, and new mar­kets. At the na­tion­al lev­el, stronger reg­u­la­to­ry com­pli­ance can en­hance con­sumer con­fi­dence, pro­tect crit­i­cal ecosys­tems, and sup­port a more cred­i­ble gov­er­nance en­vi­ron­ment for in­vestors and cit­i­zens alike.
