    The first property ownership program in Dubai enables, for the first time, more than 3,200 residents to own homes.


    The Dubai Land Department, in partnership with the Dubai Department of Economy and Tourism, announced the success of the first property ownership program in enabling more than 3,200 UAE residents to own a home for the first time in Dubai since its launch in July 2025, with the value of residential real estate transactions exceeding the barrier of 5 billion dirhams.

    In less than one year, about 45,000 people have registered for the program, which is available to all UAE residents aged 18 and over who do not currently own a freehold residential property in Dubai. These results demonstrate the program’s growing impact in expanding homeownership opportunities, as well as supporting Dubai’s broader efforts to enhance its position as a leading global destination to live, work, invest and visit.

    As part of the final phase, 9 new real estate developers were welcomed into the program through new strategic agreements, as part of expanding home ownership opportunities for residents of the emirate. 4 Direction Real Estate Development, Arada Real Estate Development, Dubai World Trade Center, Erth Real Estate Group, Manam Real Estate Development, Cube Development, Reportage Real Estate, Samana Real Estate Development, and Sky View Real Estate Development have recently joined the program.

    This step contributes to raising the total number of real estate developers participating in the program to 22 developers since July 2025, which strengthens the partner system, expands the range of housing available to first-time buyers, and provides them with wider options in terms of locations, prices, and types of properties. The program is also supported by five participating banks, which helps qualified first-time buyers access housing financing solutions, and contributes to achieving the broader goal of making home ownership in Dubai more accessible.

    The first property ownership program stems from Dubai’s firm commitment to enabling everyone who sees Dubai as their home to own a home. The addition of 9 new developers not only expands the scope of the program, but also demonstrates Dubai’s serious endeavors to ensure that every resident has informed choices when making the decision to own a home, which is one of the most important decisions a person makes in his life. The program also paves the way for a sustainable real estate market, by aligning government policies with market requirements, in addition to focusing on the needs of beneficiaries residing in the country, which increases investor confidence, attracts and retains global talent, and enables residents to settle in the long term. This expansion is an essential part of the goals of the Dubai Economic Agenda D33, which aims to consolidate Dubai’s position as a global model for comprehensive urban development that keeps pace with the requirements of the future.

    This continued momentum confirms Dubai’s flexibility, institutional stability, and ability to ensure the continuity of operational operations, which ensures that strategic development priorities remain on track, and enhances the confidence of investors and residents.

    The participation of the new developers confirms Dubai’s commitment to innovation and supporting sustainable urban growth efforts, and constitutes a milestone in the field of cooperation between the government and private sectors, in line with the objectives of the Dubai Economic Agenda D33, which aims to double the size of the emirate’s economy, and consolidate its position as a leading global destination for attracting and developing talent. Participation also contributes to supporting one of the goals of the Dubai Real Estate Sector Strategy 2033, which is to raise the home ownership rate and double the sector’s contribution to the emirate’s gross domestic product.

    Binghatti Holding Company has received appreciation from the Dubai Department of Economy and Tourism and the Dubai Land Department, for achieving the highest percentage of sales of residential units within the program since its launch. This appreciation confirms the pivotal role of private sector partners in transforming policies into a tangible reality in the market, enhancing the ability to own homes and supporting Dubai’s comprehensive economic development goals.

    The Dubai Land Department invites residents to register for the first property ownership program via its website or by using the “Dubai Rest” application for smartphones to benefit from the program’s benefits. Previously registered users can update their preference list to include new real estate development companies and explore the expanded portfolio of eligible residential units, including new projects and units currently available on the market.
