Doha – Al Raya:
Her Excellency Mrs. Lulwah bint Rashid Al Khater, Minister of Education and Higher Education, issued Resolution No. (5) of 2026, amending some provisions of Resolution No. (20) of 2023 regarding determining the price of textbooks and transportation fares for non-Qatari students who are not citizens of the Gulf Cooperation Council countries and exempting them from them.
The decision included expanding the scope of the categories benefiting from the exemption, by adding new categories, namely: “holders of Qatari travel documents and holders of permanent residency cards,” to the list of categories exempted from textbook fees and transportation fare, in addition to other categories covered by the exemption in accordance with the decisions and regulations in force in the Ministry of Education and Higher Education.
This amendment comes within the framework of updating the regulations governing fees for educational services, which contributes to enhancing the benefit of eligible groups from the facilities provided by the Ministry, supporting the stability of students and enabling them to continue their educational journey. The decision stipulates that its provisions will be effective from the date of its issuance.
