Yesterday, President Dr. Rashad Muhammad Al-Alimi, Chairman of the Presidential Leadership Council, chaired a small government meeting in the presence of Council members Sultan Al-Arada, Governor of Ma’rib Governorate, and Salem Al-Khanbashi, Governor of Hadhramaut Governorate, and the Prime Minister, Minister of Foreign Affairs and Expatriates, Dr. Shaye’ Al-Zindani. The meeting, which was attended by the Governor of the Central Bank of Yemen, Ahmed Ghaleb, and the head of the economic team, Hossam Al-Sharjabi, was devoted to following up on the level of implementation of the decisions of the Presidential Leadership Council, in particular Resolution No. (11) of 2025, as well as the chronic government obligations according to the results of previous meetings, including the level of urgent response to the salaries and electricity files. The meeting listened to briefings from the Prime Minister, the Governor of the Central Bank, and the Ministers of Information, Local Administration, Finance, Electricity and Energy, Oil and Minerals, on financial and economic performance indicators and the progress made in the path of comprehensive reforms, in addition to efforts to combat disinformation, and enhance the growing international confidence in the government and its institutions as a serious and responsible partner in various fields. In this context, the meeting noted the announcement issued last Friday by the World Bank Group regarding the adoption of the new Country Partnership Framework for Yemen for the years 2026-2030, and the approval of a new financing package worth $285 million, as a positive indicator of the tangible shift in the level of confidence in state institutions, and government efforts aimed at enhancing economic stability, improving services, and building the capabilities of national institutions. The meeting renewed its expression of great thanks and appreciation to the brothers in the Kingdom of Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, and his Crown Prince, Prime Minister His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, for their sincere fraternal positions and their continued support for Yemeni state institutions, whether through economic grants, general budget support, projects of the Saudi Program for the Development and Reconstruction of Yemen, or various humanitarian interventions through the King Salman Relief and Business Center. Humanitarian aid, which contributed decisively to maintaining the cohesion of state institutions and alleviating the suffering of the Yemeni people caused by the terrorist Houthi militias supported by the Iranian regime. In this context, the meeting praised the new Saudi oil derivatives grant directed to operate electricity stations, worth $150 million, through the Saudi Program for the Development and Reconstruction of Yemen, which represented important support for government reform efforts and strengthening the state’s capabilities to fulfill its basic obligations in these difficult exceptional circumstances in the country’s history. The meeting stressed the importance of working as a single team, to ensure accelerating implementation, raising the pace of achievement, improving the performance of revenue agencies, strengthening the principles of governance, transparency and anti-corruption, and informing citizens periodically of the results achieved. The Chairman of the Presidential Leadership Council expressed his great appreciation for the government efforts made during the last period, and the important reform steps achieved despite the complex economic and financial circumstances and challenges at all levels. His Excellency the President stressed the importance of building on this progress with more seriousness, discipline, and concrete reforms on the ground, saying that the criterion for the success of any economic reform will remain linked to its ability to achieve three clear goals, which are regular disbursement of employees’ salaries, improving their living conditions, sustaining basic services, most notably electricity, and enhancing the state’s ability to fulfill its imperative obligations towards citizens. He added: “Therefore, we are waiting to provide a periodic evaluation of the initial impact of the reform measures taken, and what has actually been achieved in terms of enhancing public resources, combating waste, closing corruption and combating smuggling outlets, and improving the efficiency of public spending, in a way that consolidates the confidence of citizens and regional and international partners in the path of ongoing reforms.” His Excellency the President considered that the new Saudi grant for the electricity sector came at a very important time to reaffirm the depth of the strategic partnership between Yemen and the Kingdom, and the brothers’ keenness to alleviate the suffering of our people, support the stability of the national economy, and the recovery programs led by the government in various fields. The Chairman of the Leadership Council stressed the optimal absorption of this grant, and linking it to a clear operational plan to enhance the efficiency of production and collection, raise the level of technical readiness of the stations, and achieve the best possible impact on the service provided to citizens during the current summer months, while developing sustainable solutions that prevent the recurrence of crises in the future. The meeting approved a number of measures to confront the energy crisis, including securing fuel supplies to the temporary capital, Aden, and supporting the government’s plan to increase generation capacity on specified dates. The meeting also approved a comprehensive review of the performance of revenue institutions, strengthening partnership with the private sector, and adopting the government media program to enhance transparency and combat corruption.

In a related context, a member of the Presidential Leadership Council, Abdul Rahman Al-Muharrami, met with the Prime Minister and Minister of Foreign Affairs and Expatriate Affairs, Dr. Shaye Mohsen Al-Zindani, to discuss the latest developments in the general situation in the country, especially the service and living issues, and the priorities of the current stage and the challenges associated with them. The meeting discussed a number of issues related to service conditions, most notably the electricity crisis and frequent power outages, in addition to reviewing government efforts made to address the existing imbalances in the basic service sectors and limit their repercussions on public life. During the meeting, Prime Minister Dr. Shaye Mohsen Al-Zindani reviewed a number of government measures and plans aimed at addressing service and economic challenges, most notably the electricity file, and the urgent measures that have been taken to secure the needs of generating stations and improve the level of service, in addition to government plans aimed at enhancing performance efficiency in various service sectors. The meeting also touched on the great fraternal support provided by our brothers in the Kingdom of Saudi Arabia, and ways to make the most of it and direct it towards priority sectors, thus contributing to enhancing stability, improving basic services, and supporting the government’s efforts aimed at alleviating living and humanitarian burdens. For his part, the Prime Minister stressed the government’s keenness to continue working at a high pace to address service and economic issues, especially electricity, in a way that contributes to alleviating the suffering of citizens and enhancing stability in various service and living aspects.
